Add WMS App hangup cause to the Reason header of SIP BYE

The Reason header is already used in SIP-I with a range of values compatible with Q.850.
It is intended for the WMS App to be able to specify a Reason in BYE requests for regular SIP.

If one needs the Reason header in SIP BYE, the already use_q850_reason parameter should be activated and Q.850 codes should be used in the SIP BYE Reason header, instead of the required SIP cause codes.
