Description
Move maskinporten wellknown config to environment deploy values (values.yaml).
Also fix so that the appsettings.Development.json i actually used when in dev environment, for easier override of values locally during development.

Tasks
- Remove ver2 and test environments from appsettings.json in code and into environment deploy values (values.yaml)
- Fix usage of appsettings.Development.json
- Might as well move the Migration folder from API project to Persistence project in the same go
