About adding new card

When i adding new wallpaper card from my device storage on android mobile, I face with the "Caused by: java.lang.SecurityException: No persistable permission grants" error and the video never added. Any Solution.

Could you please upload some screenshots? I am wondering in which step this error shows. And please tell me your phone's model.
