Run public-only filters on public IPAC alert stream

T2 docs are simpler if the set of filters applied to an alert have either all ZTFPartner=true or all false. Add an ampel-alertprocessor entrypoint to subscribe only to public alerts with only public filters, or all alerts with private filters.
