As a Library Member, I want to navigate to Messages page so that I can submit queries to Library Admin.
Acceptance Criteria:
System needs to verify if Library Member is actually logged in
Once the System verify Library Member is logged in then System will redirect Library Member to Messages page
Library Member should be able to view the Submit Queries tab.
