Configure Attach Resource Actions for Resource Detail & Index Screens

Attach X Resource Actions are a QoL utility that attach an X site resource to an anime, either resolving an existing resource or creating a new resource if needed.

Currently, these actions are only configured for lenses. These allow us to address resource gaps in the database without needing to leave the lens view.

When adding a new anime/artist/studio, resources not added through backfilling have to be added through the Create Resource via Anime Relation Screen, navigating the user away from the anime detail screen. The normal workflow is to add missing ANN and Anime-Planet resources since these aren't backfilled, so it might be useful to add Attach X Resource Actions to Anime/Artist/Studio Detail and Index screens so that the user can fill multiple gaps without being navigated away from the original page.

For Index Views, I believe these should only be shown inline for the row.
