Try to check some data earlier

When something bad happen late in the simulation it cost a lot of time.
Some check could be done early, even if repeated later on, when they're cheap to do.
Recent example: if a user ask to perform adequacy criterion simulation, if the adequacy_criterion.yml file is not good, we fail at the start of benders. Meaning we have to wait until antares and problem generation steps have been performed
