create_modulefile confusing python and sles versions

When installing a python package like
$ smithy formula install python_numpy/1.9.2/sles11.1_python2.7.3_gnu4.7.0_acml5.1.0
the python_module_build_list generates a TCL if-block that sets $LIBDIR to "python11.1". This is in fact the sles version, and causes the $PYTHONPATH to be wrong in the modulefile.
