Make the segment turret not target fires

I want the segment turret to not target ground fires, as it prevents the turret from working correctly. It's a terrible fire extinguisher anyway

For example, my meltdown + oil tsunami defense completely breaks my segment support. The segment is one of the best support turrets and it's sad to see it "distracted" by a random oil fire
