Blank row can be added by the admin on clicking "Add Blank row at the end" button

To Reproduce
Steps to reproduce the behavior:

1. Go to edit_admin.php
2. Click on the "Add Blank row at the end" button
3. Click on "Save" button
4. Blank row will be added

Expected behavior
A blank row should not be added.
