Add a tracker health check endpoint

An endpoint on the tracker that catches 507 (too many errors or too many results) and 512 (export in progress) vs everything being fine would be great for monitoring/alerting. 512 is exposed already (e.g. on /status), but 507 is only returned by the API on item checkouts.
