CC Tracker Alert Negate Issues

Describe the bug
Couple bugs here:
- NPC Negates in Endless Archive use a different ability ID that isn't getting recognized properly.
- Mender Negates in Cyrodiil fall off the tracker while still standing in the Negate
I have a fix for these bugs, that I'm actively testing and will open a PR when I'm done

The fix for this seems to have introduced an intermittent issue with some player negates. Investigating a fix.
