I found an issue for new Windows 10/11 updates.

Seems after installing a new(er) windows update. It breaks the VCRUNTIME140D.dll.
No idea if it was in the install directory (C:\Program Files (x86)\HackingToolkit9DS) before the update.
But downloading the .dll from microsoft's website and pasting it into the setup's install directory gets rid of the rebuilding error.
And allow you to build the editted .cia
