Running LC-QuAD locally would require a local DBpedia instance.
We should provide a simple guide to do that.

I would like to make sure if I need to download and import all the bz2 files from /core/ & /core-i18n/en/ to local engine(according to the guide), if so,does these files are enough for this dataset?

Since it's been a couple years since I last tried to host my own version, I can't say this with a 100% certainty, but most likely: yes. LC-QuAD was originally created using only english resources.
