Big project: Create Debian packages for Aspen

This is an omnibus issue for the work required to create debian packages for Aspen.

The first step is "identify dependencies"

To add to that, removing git as an essential part of how aspen functions for upgrades will be necessary

Another issue is that files are uploaded into source code directories, we will need to update the code to use /var/lib/aspen-discovery in some way
