I am getting Expected(200) <=> Actual(400 Bad Request) error while precompilation.

What is the version of fog/fog-core/fog-aws?
Since you are using rails 3 it's possible that the fog related gems are old (due to gemspec of other gems)
AssetSync uses fog interface only
