Implement `XcmDryRunApi`

The new XcmDryRunApi developed in paritytech/polkadot-sdk#3872 completes the recent https://github.com/paritytech/polkadot-sdk/pull/3607 introduced in the last v1.11 uplift #1314.
It would be great to implement it in Astar/Shiden runtimes.

This comes with Polkadot v1.12.0: wait for next uplift.
