Reset Edit Voucher only resets to 1 voucher?

I've been using up some of the extra tickets from the DLC and noticed it didn't reset with the option in the editor. I backed up up my save and did some quick tests; noticed it only resets if I've used up all of them, and only resets to 1.

It's because it tracks tickets spent in separate places and I can't reverse the non-free ticket because I'm not wasting money on more of a resource I can reset usage on.
