Why are so many repos getting excluded from Hacktoberfest

I have seen many repos getting excluded from the event.

I found the above image in one of the repos which were excluded.

@Astrodevil how to prevent this repo from getting excluded and are maintainers having any insights into the rules?

We can prevent this by merging only good Pr, like projects or development related work with real values. We have to put some small codes(PR) needed for this repo on hold till hacktoberfest.
