Move the tokens API GW into the tokens repo

The tokens service makes use of an API Gateway that is currently defined as a branch of the aws-apig-cognito repo. The API GW needs the tokens Lambda ARN, it would simplify things to have all the gateway infrastructure and config in this tokens repo as well.
Once this is done all the tokens infrastructure would be configured and deployed from the same place
