Add switch and functionality to keep fan on and switch Peltier off when not testing.

A 3-pole switch has been added to the Peltier so that it can now be kept in an off state without having to cut power from the source in order to shut it off. The fan can stay connected (always on) to the power source in my opinion and that adding a switch to it wouldn't carry much benefit.
