Unable to make newsletters public after sent to mailing list

Issue: When selecting sent newsletters from the list & attempting to make them public via the bulk actions, nothing happens after clicking "apply," though a confirmation/affirmative message appears on reload.
Proposed solution: When clicking "apply" on this option, newsletters should be made visible to the public-facing newsletter page.
