Remove commenting tab from engagement panel

A "Commenting" tab was added to the engagement panel in #274. It would display options to configure WordPress native commenting, Disqus, or Coral, depending on which plugin(s) were installed and active.
Support for Disqus and Coral were removed in #1466. As a result, the "Commenting" tab now serves only as an alternative access point to options-discussion.php.
Describe the solution you'd like
Given the lack of additional features, I suggest removing the "Commenting" tab entirely.
Describe alternatives you've considered
Adding back support for third-party comment systems.

Here's a screenshot of the comments tab as it currently appears on a site with Disqus installed.
