Describe the bug

WooPayments overview page is not available when certain feature flags are disabled in Core.

To Reproduce

  1. Install WC Beta Tester package

  2. Onboard WooPayments and successfully create new account.

  3. Navigate to WCA Tools > WCA Test Helper -> Features

  4. Turn off onboarding and onboarding-tasks features.

  5. Click on Payments page

Actual behavior

Blan page with Sorry, you are not allowed to access this page is shown
