FrameRate Does not change

hi
I have been trying to change some of my videos Frame Rate from 30 fps to 25 fps
but it seems that your project does not change the Frame Rate
of course when i tried to change the size and set them to custom width and height it worked
the only thing that did not work for me was Frame Rate !
