Creation of Fixed Container needs to be done via SDK

Minimal steps to reproduce

At Part 2, Fixed collection creation will require the use of SDK as the portal no longer allows Fixed collections to be created. If you just create an unlimited container with a random partition key, in Part 5, the function code will fail as it requires a partition key.
