Enhancement - Update the `.env` file `upstream_release_version` automatically as part of Bicep upgrade process

Describe the feature end to end, including deployment scenario details under which the feature would occur.
When I follow the instructions for updating the Bicep module, I don't want to have do step 3 manually. I want the Get-ALZGithubRelease to handle that for me.
Why is this feature important. Describe why this would be important for your organization and others. Would this impact similar orgs in the same way?
It will make the upgrade process simpler, more understandable and less error prone.
