Investigate support for migrations of LBs where the VMSS has an associated Public IP Prefix. Current module versions do not support this scenario.

Public IP Prefixes require Standard SKU IPs, so it would not be possible for a VMSS to have both a Public IP prefix and be associated with a Basic SKU load balancer. Closing...
