Deprecation of distutils

Considering that disutils is deprecated in Python 3.10 and Python 3.11. Are the plans to tackle this issue for Python 3.12 when it will no longer be supported by python since it is used couple of places.

@CalvoM Thanks for opening issue. We haven't gotten to validation of agent for python3.12. We will check this when we get to that work item.
