enable autoscaling for database

I am wondering if we are able to enable autoscaling when we create the database?

This is not possible today and unfortunately I have no ETA. You will need to use the portal, powershell, another SDK, or Azure CLI as a workaround. In the future please open issues in our new central Python repo https://github.com/Azure/azure-sdk-for-python
