Deploy Event Hub for capturing AOGS telemetry

During the deployment of tcp-to-blob, we should also provision an Event Hub for capturing AOGS telemetry and setup the contact profile to use this Event Hub as a telemetry sink. The Event Hub can later be configured to be used by the central-logging (ADX) component to ingest AOGS telemetry, giving us better event correlation.
