Orbital helper UI to display all RGs in the sub

Actual: Orbital helper UI currently displays only the resource group that Spacecraft has been deployed. If TCP to BLOB is deployed under a new RG then the UI doesn't pull the resource details from it.

Expected: Orbital helper UI to display all resource groups in the sub including the one that Spacecraft has been deployed. This allows user to explore the logs and health of those resources in the UI.
