Fully document IPOPP directory watching functionality

Once we have #43 completed, we need to provide documentation on how to setup IPOPP and watch a directory.

Closing as won't fix as the intention here was that IPOPP had fully integrated watching functionality. This is no longer relevant as it does not and FileEventService handles the watching functionality.
