Publish docker images to MCR

Is your feature request related to a problem? Please describe.
Somebody needs to figure out how to publish images to mcr in stead of docker hub.

Did investigation with @DCMattyG .
Will need a ACR in a "fixed" subscription in order to push to MCR.

Decided to pause this work, as we can work with Dockerhub for now.
Will continue investigation once we have broader adoption. Focus on features first.
