Allow Ability to Force Resource into "Up" or "Down" State

Is your feature request related to a problem? Please describe.
If a customer needs a resource pinned to an "up" or "down" state for a prolonged period of time, there should be a way to change one of the existing tags, or perhaps an additional tag that will pin it as such for diagnostic purposes.

Describe the solution you'd like
Add more options to the "resize-Enabled" tag, or create a new tag to allow pinning a resource to the up or down state.
