OSBA: Update image to tag v0.4.0-alpha

This needs to be done after that release of OSBA is cut and the corresponding images have been published by CD into Docker Hub.
Also, at the same time, I believe the chart must account for one breaking change.
In values.yaml, modules. minStability is currently set to ALPHA. This must change to EXPERIMENTAL.
