Concourse: issue running on minikube

When installing the concourse chart on minikube, the default memory setting (2046) is insufficient after running the other things defined in the minikube quickstart. The default values start 2 replicas of the workers and one cannot be scheduled due to insufficient resources. Specifying 1 replica for workers should resolve this.
