Add check for ctemplate-dev to check-deps-ci.sh

The build scripts (e.g. configure) do a better job at finding dependencies. We wouldn't want a check-deps script that disagrees with them (i.e. one of them finds the files and the other complains). In e02a93c, I have added some information about headers and libraries.
