eval_scrubber_i2b2.py: Missing files annotation.py and phi-reducer.py

I wanted to use eval_scrubber_i2b2.py to compare philter and scrubber performance. The docstring mentions annotation.py and phi-reducer.py but I don't see those files in the repo. Is there a different way to get the annotations in the required format?
