Description of the bug

When publishing, the fast lighting option does not turn into the full lighting option automatically when publishing.

Expected behavior

I expect the fast lighting setting, to compile for publishing in the full lighting setting.

Steps to reproduce

Step: 1 turn on fast lighting
Step: 2, place any items. Which lighting gets ignored on the fast setting. I used the ucp, for the large ceiling hole for example.
Step: 3. Publish the chamber, then load into it from the community chambers tab in p2. You will notice that it compiled with fast lighting.

Additional information

You can still force it with the shift key. And ofc, the setting for full lighting itself isn't broken and still works.
