EPA Envirovment protection Agency Elevator Floor Selection Bug

in every elevator in the game i can press Key 1-3 or 1-4 or 1-2 depends on location, but in EPA i can't do that

EPA have functional elevator between 3rd and 6th floor, i expected to either use 1-4 or 3-6 to select the floor

irrelevant?
