Create new flag for news to allow skipping RSS feed

When an event happens and we'd like to post news about it as it comes in, it's not a good idea to post news as RSS feeds will pick it up and will never update as we gain new information and update the news post. For this reason, I propose adding a new flag that can be enabled, which would allow a news post to be invisible from RSS feeds, until we feel to make it visible, which would be when new information has become solid facts and little updates are required to the news post.
