The Adeptus Arbites Subductor and Vigilant squads are available as troops options in any imperium army even though they shouldn't be available to fill a mandatory slot according to their data sheet
Same for the Adeptus Arbites Exaction squad being selectable in Elite slots of imperium armies
They all only should be available via the Agents of the Imperium section I believe
