Support for Paper's Folia

With the release of Folia and a lot of plugins updating to be compatible with it, a big barrier is the usage of Metrics' usage of the deprecated CraftScheduler.
A new module should be created that would add support for Folia, while keeping backwards compatibility with the regular Paper/Bukkit API.

After having a closer look, it doesn't seem like anything but a single line would need to be adapted. Which can be handed off to the plugin developer instead.
Closing this ticket as I do not think this is enough to raise an issue over.
