User Story
The current implementation of highway reliability (Issue #104, PR #103) takes a long time to run. See discussions in the PR.
As a user, it will be good if there is an option to run regular assignment without highway reliability.

This should be a simple change to add a switch in the highway assignment code. We will still need to write out a reliability core in the skim matrices with all zeros as it is expected in the CTRAMP skim lists.
