🧹 Chore: Create teeny tiny examples for CI tests

Without a good internet connection, the example data can take 15-20 minutes to download – not appropriate for CI tests. To remedy, need to upload:
- A tiny .zip file on the MTC box directory to test downloads
- A tiny example dataset to test example running thru (i.e. the Union City example but with 5 zones)

- Implemented
