UI Bug: MetaMask user unable to Migrate on either web or mobile

A MetaMask user is able to connect their wallet, but upon clicking Migrate, the Migrating... toast notification never disappears and they are not prompted to sign the txn on either mobile or web.
This is similar to the video on #583:
