`aksparse.gen_ranges` merge with `ak.gen_ranges`

Both aksparse and arkouda have as gen_ranges function. These should be reviewed and a decision made if both variations are needed. If not, we should probably maintain ak.gen_ranges and remove aksparse.gen_ranges. If removed, any additional functionality that is not already in ak.gen_ranges should be added. An issue in the arkouda repo should be added to track the updates in arkouda.
