As a reconciliation user I'd like to see a rating on the closing month's performance

So that I can monitor overall performance.

This needs to be simple, probably a rating out of 10 with maybe 1 decimal.
Needs to be based on multiple factors, like not overspending ledgers, not overspending bank surplus and points for saving surplus.
