Make custom ansible.cfg easier

Currently, if you change the ansible.cfg you need to manually keep it that way whenever pulling the current BiBiGrid version. That is not ideal. We would like to implement a solution that allows you to create your own and only copy our default version if nothing has been defined by the user using a pre-task.
